Update project references and reorganize operations

Updated solution and project files to reflect new project locations and GUIDs. Reorganized operations in `remoteoperations.xml` and updated `Enums.cs` accordingly. Changed target frameworks and downgraded package versions in several projects. Updated Visual Studio versions in solution files.
