Changed histogram binning logic (#3918)

* Changed how the bins are calculated and where the data goes.

* Changed hist's output to align with the changes to Histogram

* Added changes to cnethist

* Added history entries

* Changed histogram binning logic

* Added ui.interactive check

* Removed extra history end tag
