In the ProcessImport class, modified the ProcessBil() and ProcessBip() methods to use the BoxcarCachingAlgorithm instead of the RegionalCachingAlgorithm. In ProcessImport's unit test, added tests for the ProcessBil() and ProcessBip() methods. In pds2isis, added app tests for BIP and BIL formatted input. Fixes #819.
