Fix #379, increased the SRT AntennaBoss WatchingThread rate. (#380) 

* Fix #379, increased the SRT AntennaBoss WatchingThread rate.

Now the coordinates get oversampled, and ignored in case the AntennaBoss already stored them.

* Updated SRT AntennaBoss `GapTime` value on both test and telescope CDBs

* AntennaBoss WatchingThread further improvements
