Update lronacpho to use LROC's newer photometric model and parameters file (#4519)

* updated to use new lroc empirical model and parameters and ability to get from calibration file but still backwards compatible if old parameters file exists will use old model

* refactored app to be callable and created gtests

* removed unnecessary new lines and added items to lronacpho data directory for gtest

* cropped adding test cub

* fixed issues from code review and added history comments to functional test
